Chennai | January 20, 2026: A rare constitutional confrontation unfolded in the Tamil Nadu Assembly on Tuesday after Governor R N Ravi chose not to deliver the customary address prepared by the elected state government, citing what Raj Bhavan described as serious factual inaccuracies and omissions in the text.

According to an official statement issued later by the Governor’s office, the decision was taken after repeated objections were raised over the contents of the speech, which is traditionally read at the start of the Assembly session. The statement asserted that the prepared address contained claims that were “unsubstantiated and misleading” and failed to reflect several pressing concerns facing the state.

Raj Bhavan further alleged that during the proceedings, the Governor was prevented from explaining his reservations, claiming that his microphone was switched off multiple times and that he was not allowed to speak freely on the floor of the House. Following the disruption, the Governor left the Assembly without delivering the address.

To justify the move, Raj Bhavan released a detailed 13-point explanatory note outlining its objections. Among the key issues highlighted was the Tamil Nadu government’s assertion that the state had attracted investments exceeding ₹12 lakh crore. The Governor’s office maintained that many of the memoranda of understanding cited remained largely on paper, with actual investment inflows being only a fraction of the projected figures.

The note also pointed to investment data suggesting a relative decline in Tamil Nadu’s attractiveness to investors in recent years. It stated that while the state had earlier ranked among the top recipients of foreign direct investment, it has since slipped in the national rankings.

In addition, the Governor’s office alleged that several matters of constitutional and social importance were either inadequately addressed or completely ignored in the speech. These included concerns over respect for national symbols, as well as issues relating to atrocities against Dalits and rising incidents of sexual violence against Dalit women.

The developments are expected to further strain relations between Raj Bhavan and the ruling DMK government, which have been marked by frequent disagreements over governance, federalism, and constitutional protocol. The state government, however, has yet to issue a detailed response to the allegations raised by the Governor’s office.

The incident has once again brought into focus the evolving and often contentious relationship between elected state governments and constitutional authorities, raising questions about the boundaries of convention, discretion, and democratic accountability.
